School: Bishop Shanahan (PA)
Why: He had five outdoor efforts of 1:48 at 800 meters in high school and produced an indoor national record of 1:47.67. He also won a USA Junior Championship at 800 meters, qualifying for the IAAF U20s. Hoey turned pro after the season, forgoing his eligibility at the University of Oregon. He also split 3:52.09 for 1500 meters indoors and went 4:07.42 for the full mile, winning the elite high school division.
